PSI seeks a Cost and Pricing Officer to provide support to the development of donor specific templates and cost strategy development and review of cost proposals and budget realignments.  Ensure templates, budget notes and policies and practices align to the greatest extent possible with Funder requirements and PSI policies.  Ensure the highest ethical standards in cost proposals and financial realignments and forecasting.  
 

RESPONSIBILITIES:   
  • Communicate regularly with all staff, including remote sites, to assess support cost proposal efforts in response to RFA/P’s and other Funder solicitations
  • Provide research and template and budget notes development support.
  • Assist in training material development, presentations, field support tools, etc.
  • Assist in tools and process development to promote full cost recovery
  • Provide cost and pricing support to Grants and Contracts. Finance, Program, field-based staff and other staff, especially around Funder regulations and pricing models
  • Review budgets for completeness, fee structure and indirect cost recovery to support award set up.
  • Represent cost and pricing functions internally to ensure that this need is represented in deliberations, process and template development and decision-making.
  • Assist program staff develop cost-related responses to post submission questions; support, as requested, staff participation in cost proposal clarifications or negotiations with client representatives
  • Seek opportunities to streamline cost and pricing processes
  • May assist with Reps and Certs review for cost proposals.
  • Review cost share for allowability and allocability and math check in budgets’
  • May assist with closeout support
  • Perform other duties as assigned.
 
 
QUALIFICATIONS:
  • MS/MA/MBA or equivalent related experience.
  • 2-4 years experience with cost and pricing work; some familiarity with US government contracting rules and regulations and Global Fund requirements.  CDC, DFID, KfW a plus.  
  • Experience with creating and managing budgets. Strong computer skills and advanced ability working with spreadsheets and word processing; Quattro Pro/MS-Excel and MS-Word preferred.
  • Flexibility to assume a workload that frequently necessitates an adjustment of priorities.
  • Good interpersonal skills.
  • Ability to write clearly and concisely.
  • Strong organizational skills for managing and coordinating a variety of tasks simultaneously.
  • Firm understanding and sense of the importance of paying attention to detail.
  • French and/or Spanish skills preferred.
  • Ability to work in a team-oriented environment.
