Summary:
The Construction Manager Directs and coordinates the Construction Program, providing comprehensive energy analysis and energy conservation services to qualifying low-income households in Baltimore County. Supervises staff and works directly in the field and/or in the office to maintain and improve high quality and cost-effective program components. Plans, organizes and implements program objectives in coordination with Agency objectives.
Duties include, but not limited to:

Directly supervises the department staff.

Carries out supervisory responsibilities in accordance with the Company’s policies, procedures and applicable laws.

Responsibilities include interviewing, hiring, promoting and training employees; planning, assigning, directing and approving work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; and recommending salary adjustments.

Directs the overall operation of the Program, providing energy construction analysis and energy conservation services to qualifying low-income households.

Prioritizes work assignments and assigns work to program staff.

Works directly with staff and subcontractors in the field as needed to ensure quality and efficient completion of projects.

Assesses program needs in the community through fieldwork, surveys, community focus groups, and interaction with other internal and external resources.

Proposes, develops, and implements changes to program services based on community needs.

Establishes and maintains close working relationships with cooperating agencies to avoid duplication of services.

Assists the Executive Director with the development and communication of marketing information to keep the community and general public informed regarding the program’s available services.

Participates in community activities and at public, social and business gatherings as an ongoing outreach program.

Develops innovative energy conservation repair techniques and researches new technologies.

Trains program staff in new technical processes and procedures.

Prepares bids for procurement of heating, insulation and other related material.

Reviews and recommends action regarding bids received and communicates information to Executive Director for final decision.

Manages and oversees the storage and inventory of all program supplies and material.

Ensures that equipment is kept in good repair.

Responsible for accurately maintaining the program’s supply and equipment inventory, ensuring that materials are available at all times to meet program needs.

Oversees the Agency’s interface with subcontractors for selected projects including, but not limited to, the repair and/or installation of roofs and heating systems.

Estimates labor, material, construction, and equipment costs.

Discusses equipment needs and modifications with subcontractor.

Engages and oversees subcontractor work. Inspects completed repair work and/or installations for conformance with design and equipment specifications and safety standards.

Prepares program budget in consultation with Executive Director to allocate funds, control costs and maintain operations at a level consistent with Agency guidelines.

Aggressively seeks alternate funding sources and projects to ensure program continuity and potential expansion of services within the low-income community.

Supervises client application processing, including referrals from the Office for the Aging and Department of Social Services.

Maintains the MD Department of Energy (DOE) database and all required reporting systems.

Ensures program compliance with OSHA directives.

Develops safety policies and performs activities to promote the maintenance of safe and healthy working conditions for Program staff.

Serves as a role model in the promotion of safety awareness and promptly addresses safety concerns.
Job Requirements and Difficulty of Work

Working knowledge of and ability to make practical application of Program and Department of Energy (DOE) rules, regulations and policies applicable to energy operations.

Working knowledge of workmanship and materials standards, with ability to monitor projects and apply quality control standards.

Ability to properly operate energy testing/evaluation equipment, including infrared thermographic scanners, blower doors and furnace efficiency analysis equipment, magnahelic and draft gauges and gas leak detectors.

Working knowledge of construction and OSHA safety guidelines and/or ability to safely and properly use insulation equipment and a variety of hand and power tools, such as screw drivers, saws, hammers, drills, caulking gun, dry wall tools, and tape measure.

Ability to effectively work and communicate with co-workers, other government agencies, program participants and members of the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to maintain confidentiality of department records and information as required.

Ability to maintain current knowledge of program technology by periodically attending training sessions, sometimes out of town, sometimes overnight.

Ability to effectively perform all essential duties of the position, including walking/standing for long periods, lifting/carrying objects weighing less than 50 pounds, close vision, bending, reaching crouching/kneeling, handling/grasping/fingering objects, climbing ladders and crawling.

Construction Manager performs relatively varied, standardized tasks according to well-established guidelines and quality standards, with work requiring some care and skill to protect tools and materials and prevent injury to self and others.

Personal Work Relationships - Manager maintains communication with co-workers, other government agencies, contractors, program participants, and members of the public, for purposes of exchanging information.
Minimum Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Associate’s degree in technical / engineering or related field; bachelor’s degree preferred. A minimum of four (4) years of construction trade experience, of which at least two (2) years include supervisory experience. Strong interpersonal and communication skills. Solid PC skills, including spreadsheet and word processing software. Possession of a valid driver’s license and own transportation is required. Bilingual or multilingual abilities a plus. This position is contingent upon grant funding or other funding resources. It is a temporary employment position, and as such is exempt from normal benefits. This position is not be eligible for any fringe benefits including, but not limited to, vacation pay, holiday pay, medical insurance and other benefits otherwise provided by employer.
