Description:

Markon is seeking a Financial Analyst/Data Manager to support one of our Intelligence Community customers. This individual will assist the government by prioritizing facilities projects and asset replacements. Additionally, this individual will be responsible for reconciling financial commitments with the Facilities Business Management Team (BMT) through the existing Chief Financial Officer (CFO) processes. This member will also collaborate across departments to develop work plans to extract relevant data from ARCHIBUS to plan, program, and track maintenance budgets, execution, and effective asset management.This member will work with facility condition assessors to accurately capture cost and replacement information in ARCHIBUS the agency's computerized maintenance management system (CMMS) of record. Finally, the individual will work with the ARCHIBUS team to help develop/automate the agency CMMS to enable funds tracking and prioritization.

Responsibilities:

  • Collaborate with Business Management Team (BMT) to track project status, ensuring compliance with financial audit regulations throughout the planning, programming, and reconciliation phases.

  • Assist in the management of the branch prioritization list for planning and programming of facilities funding.

  • Engage with departments/branches to understand equities, execution timelines, and capabilities to aid in planning/programming.

  • Document data processes and policy to include creating standard operating procedures and detailed process guides for financial tracking (prioritization list, reconciliation process, etc).

  • Partner with the ARCHIBUS team to implement automation and system solutions to manage the tracking of funds and prioritization lists.

  • Work with the capital planning team to validate data during facility condition assessments for projects and funding expenditures.

  • Evaluate potential IT solutions for the CMMS to manage project and financial data, including sharing across multiple IT systems within the agency.

Job Requirements

Required:

  • TS/SCI clearance with CI Polygraph

  • Bachelor's degree with 4 years of experience, or 10 years of relevant experience with no degree

  • Chief Finance Office or Financial Audit experience with this customer or similar customer, key areas of interest are financial reconciliation and contract finance management

  • Strong communication and time management skills

  • FACTS and/or CMS experience (Financial Accounting Systems)

Desired Experience With:

  • ARCHIBUS 23.2, 25.3, or newer experience

  • Process Improvement knowledge/expertise and documentation experience

  • Word, Excel, and PowerPoint
