Job Summary

The Loudoun County Department of General Services is seeking a highly motivated customer service driven leader with extensive facilities maintenance oversight experience to lead the newly created Facilities Maintenance Capital Asset Preservation Program (CAPP) Division. The CAPP Division will be a consolidated facility project management team comprised of Facilities Project Managers and Building Systems Specialists, along with an Assistant Division Manager and an Administrative Coordinator. The successful candidate will provide leadership and direction for the team by managing the planning, organization, and oversight of both specialty facility projects and large-scale building systems projects, matching appropriate Project Managers or Building Systems Specialists with projects best suited to individual skillsets, experience, and expertise. This position will also coordinate the division's response to CAPP-related facility requests from customers in departments throughout Loudoun County Government.

The CAPP Division Manager will administer the $10 million annual CIP Capital Asset Preservation Program to include strategic planning, evaluation of all County facility assets (through contracted services), expected useful life, and development of 10-year budget plans to ensure proper funding is in place to implement the CAPP program. The complexity of managing the CAPP requires direct leadership-level oversight to effectively forecast costs and develop an appropriate budget to implement the sustainable system lifecycle replacement projects.

Minimum Qualifications

Bachelor's degree in Facilities Management, Project Management, Construction Management, Engineering, Business, Public Administration, or a department-related area; five (5) years of directly related, progressively responsible work experience including two (2) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Job Contingencies and Special Requirements

Employment is contingent upon successful completion of criminal, credit, and DMV record background checks, to include CJIS fingerprinting. Must possess a valid driver's license and good driving record

Subject to recall or being held beyond scheduled workday. Must be available to respond to County emergencies 24/7 as directed in accordance with Department policy and written or verbal directive. This position is considered "essential."
