Performance Measurement Specialist

The Performance Measurement Specialist will design and implement performance management systems, processes, and plans for the J/TIP Office and standardizes logic frameworks and indicators for grant awards. Works with the bureau planner to develop the annual Operational Plan, Performance Plan and Report, and other planning products. Fully On-Site.

Compensation & Benefits:

Estimated Starting Salary Range for Performance Measurement Specialist is Starting at $95,000 annually

Pay commensurate with experience.

Performance Measurement Specialist Responsibilities Include:

  • Designs performance management systems and processes that help measure the J/TIP Office's programmatic impact on trafficking in persons. Develops performance measurement plans linking programming strategies and logical frameworks to monitoring and evaluation.
  • Develops and updates standardized logic framework templates for grant awards, and reviews and standardizes logic frameworks for all new awards.
  • Develops and updates common performance indicators with other bureau and office stakeholders. Works with the Bureau Planner to develop the annual Operational Plan, Performance Plan and Report (PPR), and other planning products through Director of Foreign Assistance (F) processes.
  • Implements performance measurement systems, processes, and plans to facilitate accurate and reliable data collection, analysis, and reporting.
  • Facilitates and conducts monitoring visits to promote collection of data supporting the J/TIP Office's common performance indicators.
  • Works with the Bureau Evaluator to develop plans and solicitations for independent evaluations.
  • Supports the Bureau Evaluator in overseeing the implementation of third-party evaluations of J/TIP Office supported programs and projects.
  • With the J/TIP Office's Evaluation Coordinator, participates in F Bureau processes supporting M&E priorities and activities.
  • Defines requirements and coordinates with key stakeholders in the J/TIP Office and other offices and bureaus to implement a system to store, analyze, and visualize data from TIP Office funded program.
  • Reports on program outcomes, impacts, challenges, success stories, and lessons learned for Department and office reports and communications products.
  • Coordinates and drafts responses to data calls on J/TIP Office supported programs, funding information, program accomplishments and trends, and strategic planning.
  • Works with the State Award Management System team to develop and refine automated reports.
  • Provides technical assistance to IP staff to ensure project performance is systematically monitored and that data are collected, analyzed, and reported.
  • Designs and implements performance measurement training as required for grantees.
  • Promotes organizational learning by analyzing data to support evidence-based decision making, identify lessons learned and good practices, and facilitate independent evaluations.
  • Participates in Department and interagency learning activities, including trainings and communities of practice, related to performance measurement.
  • Supports special projects related to J/TIP Office funded programs, including grants management, research, and learning.
  • Preforms other job duties as assigned.

Performance Measurement Specialist Experience, Education, Skills, Abilities requested:

  • Master of Arts/Science in field related to International Affairs or Criminal Justice.
  • Experience related to performance management and/or monitoring and evaluation; Experience in anti-human trafficking, criminal justice, rule of law, or international affairs desired. Experience and education in the field of data analysis
  • Ability to demonstrate excellent organizational, interpersonal, and analytical skills.
  • Ability to communicate effectively both orally and in writing.
  • Ability to liaise within the J/TIP Office and with other Department bureaus and offices as well as external organizations.
  • Demonstrated experience related to performance management, monitoring and evaluation, and/or data analysis;
  • experience in anti-human trafficking, criminal justice, rule of law, or international affairs desired.
  • Advanced proficiency in Microsoft Office Excel and throughout the rest of the Microsoft Suite.
  • Prior knowledge of U.S. government programs and grants processes desired.
  • An active Secret Clearance is required
  • Ability to pass all Cherokee Federal pre employment verifications.
