Job Details:

Job Summary: Purchases items, materials, and services of a complex or technical nature from vendors and suppliers, per approved government and company subcontract specifications. Responsible for developing and administering major subcontracts. Plans, negotiates and purchases assigned commodity items in accordance with company and government procurement policies and procedures while maintaining budgetary objectives. Maintains good subcontractor relations, prepares required departmental reports, and administers the major subcontracts through audit and final close out. This position typically works under general supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Responsibilities:

  • Collaborates with cross-functional teams to develop proposals for new and existing businesses.
  • Develops compliant complex Subcontract Agreements, ensuring adherence to Transit Agency RFPs, Prime / Head Contracts, etc.
  • Coordinates and supports supply chain management for key products.
  • Assist Programs in making good business decisions on Subcontractor and supplier engagements.
  • Handles full subcontract lifecycle, including bid package creation, proposal analysis, fact-finding, negotiation, subcontract administration, and managing the vendor relationship.
  • Skillfully negotiates commercial and business terms for various agreements such as licenses, teaming, and escrow agreements.
  • Awards subcontracts efficiently and cost-effectively.
  • Manages subcontract modifications and updates in line with program needs.
  • Acts as a liaison between departments and suppliers, addressing requirements, specifications, and quality concerns.
  • Supports department objectives in terms of vendor performance, requisition placement, and processing efficiency.
  • Assists with department training and aids lower-level procurement staff.
  • Work with strategic sourcing teams to leverage spending and existing relationships across business/programs.
  • Ensures accurate and timely updates to Contract/Subcontract databases.
  • Ensures compliance with U.S. export and foreign government regulations.
  • Works with the Cubic Legal team to uphold Subcontract legal compliance, to applicable laws
  • Generates essential weekly and monthly reports for assigned desks.
  • Can facilitate detailed Cost Price Analysis
  • Engages in continuous improvement and ISO 9001 efforts.

Minimum Requirements:

  • Bachelor's degree in business, economics, accounting, or engineering.
  • Six (6)+ years of Contracts, Procurement experience, or Project Management, including Subcontracts or Subcontractor Management.
  • Skilled in subcontract administration, proposal analysis, negotiation, strategic sourcing, RFP, and vendor communication.
  • Strong market awareness and adaptability.
  • Proficiency in PC word processing and spreadsheet software.
  • Has a strong track record of problem-solving commercial negotiations and dispute resolution.
